Description
CEDI Center, with the support of AMSHC, is implementing the project “Fight against corruption: you can contribute!” which aims to contribute to improving good governance and fulfilling the requirements for Albania’s EU integration, focusing on two main directions: increasing transparency and accountability at the local level, and engaging young people in the fight against corruption.
In this framework, a report will be prepared aiming to strengthen integrity, transparency, and accountability at the local level through monitoring the Integrity Plans in the Municipalities of Shijak and Përmet. The Center seeks the engagement of a legal expert who will support the monitoring and analysis of the implementation of these plans and will prepare a detailed report with findings and recommendations.
Objective
CEDI Center will contract a Legal Expert, who will be responsible for monitoring the implementation of the Integrity Plans in the Municipalities of Shijak and Përmet over a 5-month period, through the collection and analysis of data from official and public sources, meetings, and interviews, based on the methodology of the Ministry of Justice. The expert will draft an analytical report with findings, best practices, challenges, and recommendations for improvement. At the end, they will organize and moderate an online roundtable with relevant actors to present the findings and facilitate discussions on improving the implementation of the integrity plans.
Duties and Responsibilities
Specifically, the duties required from the Legal Expert are as follows:
- Monitoring the Integrity Plan for a period of 5 months;
- Preparing a PowerPoint presentation for the online roundtable;
- Reporting to CEDI Center.
Qualifications and Requirements
- University degree in Political Science, Law, Public Administration, or related fields;
- At least 5 years of work experience in local governance, institutional integrity, or monitoring of public policies;
- Good knowledge of the Integrity Plan and related documents of the Ministry of Justice;
- Experience in drafting analytical reports and developing monitoring methodologies;
- Strong communication skills and ability to facilitate multi-stakeholder activities;
- Excellent command of the Albanian language and strong professional writing skills.

Qendra CEDI me mbështetjen e AMSHC, po zbaton projektin “Lufta kundër korrupsionit: ti mund të kontribuosh!” i cili ka për qëllim të kontribuojë në përmirësimin e qeverisjes së mirë dhe përmbushjen e kërkesave për integrimin e Shqipërisë në BE, duke u fokusuar në dy drejtime kryesore: rritjen e transparencës dhe llogaridhënies në nivel vendor dhe angazhimin e të rinjve në luftën kundër korrupsionit. Në këtë kuadër do të hartohet nje raport i cili synon forcimin e integritetit, transparencës dhe llogaridhënies në nivel vendor përmes monitorimit të Planeve të Integritetit në Bashkitë Shijak dhe Përmet. Qendra kërkon angazhimin i një eksperti ose eksperteje që do të mbështesë monitorimin dhe analizën e zbatimit të këtyre planeve dhe do të hartojë një raport të detajuar me gjetje dhe rekomandime.
Objektivi
Qendra CEDI do të kontraktojë një Ekspert Ligjor , i cili do të jetë përgjegjës për të monitoruar për një periudhë 5-mujore zbatimin e Planeve të Integritetit në Bashkitë Shijak dhe Përmet, përmes mbledhjes dhe analizës së të dhënave nga burime zyrtare, publike, takime dhe intervista, duke u bazuar në metodologjinë e Ministrisë së Drejtësisë. Eksperti do të hartojë një raport analitik me gjetje, praktika të mira, sfida dhe rekomandime për përmirësim. Në përfundim, do të organizojë dhe moderojë një tryezë online me aktorët përkatës për të prezantuar gjetjet dhe për të lehtësuar diskutime mbi përmirësimin e zbatimit të planeve të integritetit.
Detyrat dhe përgjegjësitë
Më konkretisht, detyrat që kërkohen nga Eksperti Ligjor janë si më poshtë:
- Monitorim i Planit të Integritetit për një periudhë 5 mujore
- Prezantim PowerPoint për tryezën online;
- Raportimi pranë Qendrës CEDI.
Kualifikimet dhe kërkesat e nevojshme:
- Diplomë universitare në Shkenca Politike, Juridik, Administrim Publik, ose fusha të ngjashme;
- Të paktën 5 vite përvojë pune në fushën e qeverisjes vendore, integritetit institucional, ose monitorimit të politikave publike;
- Njohuri të mira për Planin e Integritetit dhe dokumentet përkatëse të Ministrisë së Drejtësisë;
- Eksperiencë në hartimin e raporteve analitike dhe zhvillimin e metodologjive të monitorimit;
- Aftësi të mira në komunikim dhe në lehtësimin e aktiviteteve me shumë aktorë;
- Njohje shumë e mirë e gjuhës shqipe dhe aftësi të mira të të shkruarit profesional.
